weather and its use in generating suspense

again, sorry if this topic has been covered. i think Bethesda could go a long way in creating a more interesting game experience if they use the weather to their advantage, say if you decide to go for a stroll in the woods and night falls, wouldn't it be engaging if a heavy fog that makes it hard to see, emerged and better this fog was filled with creatures like wolves or zombies.

or if i storm combined with a blizzard and you couldn't see then BAM! a dragon dive-bombs you out of nowhere and your like sh@% where did that come from?

in this i believe i good experience could be generated, what are your thoughts/opinions on this? and do you have any other ideas to add to the list?

The weather could play a part in random encounters (if they are in).

I keep saying that I want to have to fight those Ice Wraiths in Thick fog. In fact, I really want to shout Stormcall in thick fog.

this =) i would like zombies in thick fog or in a storm have a giant spider encounter similar to Shelob from LOTOR where the spider tries taking higher ground and stealth to take you out rather than charging in

I'm not sure if I want the weather to change dramatically depending on where I go, it'd just feel silly. If it's foggy, it's foggy. Some places may have more fog than others though, in order to create "suspense".

yeah but i dont mean location based i think it should be in of itself a semi random occurance as well as time of day occurance like fog at night or in mornings in valid locations but not based on location if you know what i mean?
