1st Recon Tent. Only 10 of Spades

In the 1st recon tent at Camp McCarran, There is only 10 of spades, And i have not killed Driver Nephi yet, Also i don't have pc so i can't spawn them

Did you check around the camp? they don't all hang out there 24 hours a day.
