I sort of agree. The main complaint against quests are them not being deep and random generated quests will give us just that, except an endless stream of them.

I think the main guild quest, for example should be hand crafted and overlayed with subplots and twists and surprises. Carefully crafted by Bethesda for a top notch and deep experience. Once you have completed that then the Radiant AI could step in and do random fetch quests forever and ever until you grow bored with them.
