I am at the battle of hoover dam with the NCR and I'm like halfway down the dam and a plane flies over and drops bombs. Was it the plane from volare or is it something else?

It's the Boomers, alright. If you complete Volare! and have them ally with you for the last fight they do a bombing run on the dam.
