Will there be harsher punishments?

I started a new character, and went on a crime spree. I was about to die, so I surrendered to the authorities. I had racked up a bounty of 40,000 gold and there were dead bodies everywhere. I massacred guards at Leyawiin, Imperial City and Cheydinhal. I murdered quite a few priests at Chapels in those cities. I decided I would pay for my crimes. For all those dead people to rack up a 40,000 gold bounty, I only went to jail for 416 days. 416 days???? That's bloody outrageous! For a 40,000 gold bounty, I was expecting at least 1,000 days!

I know we can't have 25 years or life sentences, but crimes should be taken a little more seriously. But if you do some bad things, when you get out you should be saying "Darn, I wasted some of my life!".
