My guess and its probally likely the Commonwealth will be the setting of Fallout 4 its more than likely. To awsner your question most of the Commonwealths populationare most likely Scientist eggheads and Hundreds of androids
watch blade runner the androids will most likely be like the ones portrayed in that movie, zimmer metions the commonwealth has the same level of despair and violence as the Capital wasteland you do know the Commonwealth is the city of boston? and Massachusetts.Anway i am 99 percent sure you will get your awnser if 2013 with fallout 4.

Well we met zimmer, and he's a human.

So it's safe to assume they're just another faction.

Probably mainly the decendants of the people that found/survived in MIT and thier androids.

But who knows.

I've been waiting since I first play Fallout 3 to hear something about the Commonwealth other than Madison Li went there and that's it's the Mr. Stork of androids...I was very interested in the Commonwealth and I really thought that it would be the location of Old World Blues. Commonwealth though is so Fallout 3, I'm not interested in having it as the main location in Fallout 4.

The Commonwealth itself refers to the lands around Massachusetts. For instance, the Abbey of the Road is located in the commonwealth.

"The Institute" however, is specifically the Massachusetts institute of technology, which has become a sealed off science facility, and is where zimmer comes from.
