Ok, I've worked around the freezing and frame rate drop but this glitch might just be game ending for me. The Sink Central Intelligence Unit vender wont give up it's bottle caps. I've tried selling things under a 10,000 caps, read that on Wiki, and still nothing. I only use the vender to repair the Stealth Suit since there is no other armor. I'm running out of caps. I'd like to go back to the hidden BOS bunker and bring in more gold bars I have stashed, can't leave until finished. I really don't want to restart. Has anyone figured this out? Thanks!

I'm having the same problem and it doesn't fix it's self after you finish the quest either
