The link in the sticky and on the G.E.G.K. download page (from the homepage) both point to older versions of the G.E.C.K. It took a little hunting on another site, but here's the correct link for the 1.4 version:

http://download.zenimax.com/fallout/nv/geck/GECK_NVE_v1.4.zip

A reminder that the G.E.C.K. needs to be installed to whichever directory holds your FONV game files (i.e. C:\Program Files\Steam\SteamApps\Common\fallout new vegas\)
