When I think of Fallout, what I think of is a post apocalyptic science-fiction world, more specifically, though, it's one with a very retrofuturistic feel to it, distinguishing it from say... S.T.A.L.K.E.R., which is based more on modern ideas, the styles, philosophies and even some of the science of Fallout's world are inspired by a '50s mindset, but it's post apocalyptic setting creates a world where people have to struggle against hostile environments and dangerous creatures to survive. I'm not really seeing that in Skyrim, I guess you could argue that the game's rugged environment does create a dangerous world, but being as we don't have radiation and it still feels more civilized than Fallout's world, it still will be below Fallout in terms of its harshness, really, the game doesn't feel much like Fallout as well, while a few elements from Fallout may have migrated into Skyrim, these are not the primary elements that make Fallout feel like, well, Fallout, and I'm not going to feel like I'm playing Fallout just because there are perks in the game, the world and tone of the game is too different.
So no, Skyrim really doesn't feel like Fallout to me at all.
