Looking for help before giving up finally

Hey guys,

I've had this issue for... well, years. I've ran this game on 2 different PC's over the last few years, and the same problem is there.

There is a major issue with low res textures and "pop in". I understand there is some level of pop-in in the game, that's no big deal, but entire buildings popping in when I'm 20 feet away from them? Entire landscapes doing it? Having completely flat textures until I'm 20 feet from it then out of nowhere a building, 3 trees, 4 huge rocks and lots of grass show up? That's just insanely annoying and almost unplayable.

I'm making this thread to just get it clear, is the game supposed to look like this when looking at distant landscape and dealing with the pop-in, or is there something wrong with both my PC's, or am I missing something here? I've tried this on 2 versions of the game, PC version, and PC Game of the Year version, and both of them have the same issue. Sadly, the game is unplayable for me with these issues, it bugs me far too much.

Below are some pics of what I'm talking about. Inside the black circles are where the textures are bad, and in the last picture there's a little arrow pointing at where you can visually see where the good textures break off from the low res ones. Please just let me know if this is normal and this game just plain out has terrible distant textures and loads and of pop in, or if I'm missing something here and am not configuring it properly (I have view distance, object distance, all on high, I have everything maxed out).

I'm currently using i3 530 CPU, 3GB DDR2, GeForce 9800 GT 1GB. I am buying a new PC (it needs upgraded for the new games coming out) but it should run Oblivion perfectly fine without these issues, especially since I'm running it on max and it's not lagging too much.

There is nothing wrong with your pc. Its the game engine itself. I get that to.
