Game of the Year Issues!

Hello, I bought Fallout 3 Game of the year edition when it first came out, installed it and then never played it till a week ago. I know wth was I thinking its an amazing game and I wish I played it sooner. So in a day or so I got to the final mission where u choose to start the purifier or let Lyons do it. I did it and it played the video, credits, END. Ok so then I was like wait, thats it!?!? O wait I have the GOTY edition so I have the add ons. So I read online that you are supposed to wake up and get to continue to lvl 30 with the broken steel expansion. Never happened. So i searched and I noticed they were clicking "Downloads" on the main menu and I didnt have it. So i logged into live for the first time and BOOM there it was. So i clicked on it and it said new content available so I clicked and I continued onto the Broken Steel expansion but it was saying I needed to pay. WTF I have the GOTY so wth is it making me pay!!!?!??! So i did a little more research and people were saying that the expansions are on the 2nd disk.... I installed it so long ago I dont remember if I did. I mean I would assume I did cus i have installed many many games and would never skip something. So just for shnits and giggles I put in the 2nd disk...... waited...... waited.... and nothing happened. So now I come here for your help. Am i missing something. Am I a total idiot or just a little bit!

Well the second disc just contains a 2GB executable file, which installs the DLC. Many people have had problem installing the second disc, I always install it through booting the PC into safe mode. It installs seamlessly there for me and many others. But in order to check to see if you installed the second disc go to your \Fallout\Data folder and look for any of the DLC file names (Pointlookout.esm, BrokenSteel.esm and so on) If they are there, did you make sure to check them in the Data files section of the games launcher?

Ya I actually didnt see any of that in there. Ill try to install the 2nd disk again I guess... and if that doesnt work how do I put the computer into safe mode? O and 2 more questions. Once this is all set can I continue my game from where I was at the end or do I need to restart for the DLC to work??? I also started to lvl another guy the other day and all the saves from that guy made my higher lvl one go away... I know there not gone but how do I get it back. In the actuall fallout folder I found the save file but just dont know how to actually see in game.

Ok I got the 2nd disk to install without going into safe mode... So I went in the game after to try and find my old saved game since it was at the final mission with the purifier. I didnt see it so remembered seeing something about if u played while signed into live then ur game is there but if not then u need to sign out to see that game. So I signed out and there it was. So i played the last 30 secs and nothing.... Do u need to be signed into live for the DLC to work??? or Do i need to restart totally since I just now installed the DLC????

When you start Fallout 3 from the launcher, click on "Data Files". All your mods and dlc should be shown there. Make sure the check boxes have been ticked.

Once you are in the game, try and stay in the same spot for a minute or 2. You should get a new quest for each dlc.
