Just northeast of Balmora. No clue what in the hell this is. I'm thinking MGE, but I'm not sure. Any ideas?

That is being rendered by MGE, but the specific culprit is the large blight mesh (appears in a few places in the world I think). Add the following line to your exception list:

f\active_blight_large.nif=ignore

It is normally a twister but MGE can't animate it.
