ok, your caught crossing the border in skyrim, so... wtf? then how do i travel to skyrim?

cant you see we are not developed enough to have passports? even if a fee covers it cant i work a little and get the money and then travel?

what is needed to travel to other provinces?

im saying how can you cross a border when there are no passports or legal papers or embassies

I assume this is the reason that you're at the execution place/noose? If so, it's probably because the lords of Skyrim are that boss that they don't want anybody crossing the border and leaking info to other provinces 'n' tings.
