Capacity based on item size and outfit worn?

Going for realism here, and I would like the carrying capacity to be determined upon the outfit worn and an items size, not by a players STR and weight capacity.

I would like to give every item a value based on size (not weight), and each outfit would only be able to carry a certain amount of items of each value (I would determine the limitations for each outfit based upon the visual appearance of pockets/pouches). For example, if you are weaing the Vault-Tec Security uniform you should not be able to carry 5 frag mines, or even 1 for that matter, unless you are holding it. So whatever value I have placed on items the size of a frag mine, (which is just about the same size as a box of food in the game), I would like, if possible, to have the limit for the Vault-Tec Security uniform be set to 0.

I would have to figure out other details obviously, (a player should at least be able to hold 1 frag mine, so putting a value of zero for anything wouldn't be right) but would something like this even be possible with the GECK?
