i deleted and regenerated your Oblivion.ini file & it still is crashing at said spot.

Will the game launch with only the Oblivion esm active?
If so add small groups of mods at a time until your error.

Generally speaking, when is a good time to level in SI? I really have no intention of going past level 30-40 but I don't want to render SI useless going to early or too late to benefit from quest rewards or NPC/Item drops.

yeah the Oblivion esm works. i just decided to do a clean install.
