Why do most people across the Mojave say Caesar like Ki-sar? Is that just how the English language has changed over the years in the Fallout world?

"ki-sar" is the Latin pronunciation. "see-zer" is the english

Blasted up there in all caps too - please don't do that again.

In Latin a C is always hard - so it is prounced like a K. This can be seen in some romance language derivatives, like kaisar, which is German for "emperor."
