Question,

Should I install Knights of the Nine disc with all the extra DLC and Shivering Islands right away or should I wait. The reason why I ask this is because in Morrowind I was getting jumped by Assassins at level 1 or 2 and got some really good armor low level. I dont really want to do that again cause it kind of felt like cheating. However, I did not know that they were from Tirbunal Until around level 17 when I asked on the Morrowind forums.

The Knights of the Nine and the Shivering Isles will not cause anything like the Tribunal expansion. You are not attacked, you are not summoned, you are not given access to overpowered items or anything like that. With KotN, you will frequently hear the same rumors, but that's about it, and it's way less frequent than the Solstheim rumors from Bloodmoon.

Also, Oblivion has everything scaled to your level, so even if it did have a similar occurrence (which it doesn't,) the armor would be leveled.

Just to add to what Velorien said. With most of the smaller DLC you get a message saying you have received a mysterious note or you heard a rumor about a dungeon or cave. You'll likely get these notifications one right after the other and in a setting that doesn't make much sense.
