In Oblivon it was always annoying to see the same Npcs in the same places. i would like to see Npc's throughout the entire towns moving about and doing everyday things. In addition, in oblivion I noticed Npcs where never in stores, i would always go into a shop and no one would be there except myself and the shopkeeper. The Npc would be therre VERY rarely. I would like to see more Active Npcs in Skyrim which react better.
