I'm too lazy to look for a link but Todd did say (when he was asked about radiant AI) that if you enter a city or a town radiant AI starts working instantly on making quests for you such as selecting a family whom have a missing child and putting that child in a dungeon that fits certain parameters like (it fits your gamestyle , you haven't discovered it yet ) ... so yeah they are confirmed ..

Can't decide all the options are amazing... I guess the dragons, and this is coming from a guy who doesn't particularly like them as in obsession, fantasy and what not, but the combat for them looks amazing. It will quite the challenge.

My favorite new feature?

It's a tough call, but I would say Radiant Story.

If the devs did not manage to add any new features from Oblivion except this one, I guess it would be the most important IMO. Certainly it will add tremendous replay value.

Voted exploration, but I'm most excited about the possibility that this time the Radiant AI to be what was advertised before Oblivion.
