i do not even receive it when Boone is active companion, nor can i get it thru console. i add the perk, and get the console message that it's been added but it's not on the list, and does not show red enemies. i'm at a loss here. tried everything i can think of. i have Project Nevada and Advanced Recon Gear mods, both which deal w/ vision modes. but even disabling them does not allow the Spotter perk to be added. i also have More Perks mod which has a Spotting 2 perk (disregards +10 DT) and removing that perk still will not allow Spotter.
on a side note i also cannot get a couple items i add thru console. one is the Starlet Wig from Dead Money. i use the correct ID# and message states it's added, but nowhere in inventory.

so anyone have any ideas? thanks

Spotter's a companion only perk. Boone has it, and it effects you while he's in the party. You can't take it for yourself.
