Help with a build

Hey everyone. A friend of mine gave me a copy of New Vegas and I fell in love with it, though it was severely... limited. So I went out and bought myself a copy for PC, and being the completionist I am, I bought all the DLC (and plan on buying the fourth). Furthermore, I was intrigued with hardcoe mode, and when I tried it, I couldn't bring myself to turn it off. However, because of that, my preferred run and gun playstyle of Fallout 3 doesn't work anymore. So I guess I'd come here and ask for help with a quality sniper build. Proper SPECIAL, the right perks, all that fun stuff.

If you guys can help me, I'd be grateful.

Alrighty then...

Special
Strength: Sniper require a good strength, I believe the AM Rifle needs an 8. Strength at 6 and get Weapon handling.
Perception: Keep at 5, get implant for better Crits etc.
Endurance: 5.
Charisma: 1, Charisma is useless.
Intelligence: 7, needed for skill points.
Agility: 7, vats ads a hefty crit chance, agility adds ap for vats, simple.
Luck: 9, Crits are important, get implant for ten luck.

Get Vats perks and all crit perks.
Use light armour with the light touch perk and boones beret.
With 10 luck, finesse, and boones beret with the weapon Ratslayer, you will crit on every shot!

Charisma: 1, Charisma is useless.

Alas my friend if your using Boone charisma increases nerve which helps with companions and such. Boone is a good sniping buddy, with his spotter perk I saw a lot more targets then I normally would. And when people get to close his rifle is quick enough to take out targets quickly, a lot easier with nerve but it's your choice. :)
