Ok, so I'm all out of lockpicks right, so I went to the guild hall for the thieves guild where Fathis is supposed to show up every night from 7pm to 5am so I could buy more. No luck, so I went to his house where he likes to sit on his box. No luck there either. I wonder if he got bugged out of the game or something. He couldn't have died since hes one of those npc's that you can only knock unconscious. i never checked the inn he likes to stay at, though I'm reasonably sure he isn't there since he's not anywhere else he's supposed to be. I know there is a quest pertaining to him where he goes somewhere else, but I don't think I've gotten that quest yet. Any help please?

If you've completed the Chorrel quest with the twin brothers...Legacy Lost...see if Ules is in the Oak and Crosier in Chorrel.

Beware though. If, at some time you do the twins quest, that leads to a quest from Ules to find a sword. According to the UESP, if you complete it he won't deal with you anymore. The Unofficial Patch reportedly corrects that.

Depends on how you complete it. There are two ways to complete that quest. You'll have to decide between a really good enchanted item reward or being able to do business with the TG top fence.
