So i was playing one of the earlier main quests and while playing one of the characters wouldn't continue even though the court yard was clear of enemies. So I go and finish the quest and leave to travel back to the IC. well along the way I saw Imperial guards standing next to their horses and then walked past some deer and they didn't even move. So is that kind of normal? Has anybody else had that happen before? Sorry if this is the wrong place to post this.

Hmm, are you on PC? If not, can't help you. If you are, then a couple possibilities come to mind:

1. Did you by chance use the command console to input a command to toggle off AI?

2. Are you running mods? More often than not when a more or less unknown bug occurs, conflicting mods is the culprit.
