I wonder the same thing, but not for the same reason.
When I first tried a claymore in Oblivion, I thought they were underpowered. I was disappointed because I thought that they didn't do enough more damage than a long sword to make them worthwhile. But then I figured out how to fight with one, and discovered that they're actually, if used well, much MORE powerful than a one-handed weapon. The real advantage to the claymore isn't its damage - it's its reach. If you try to fight with a claymore the same way you do with a longsword - that is, to close with the opponent and exchange blows - then no, they're not enough more powerful to be worthwhile. They don't do enough more damage, they don't block anywhere near as much damage and they swing slower. But if you take advantage of their reach - if you stay outside the range of your opponents and hit them basically right when they're at the tip of your blade - when you can reach them but they can't reach you, and particularly if you can time it so that you hit them at that point with a power attack - you'll completely dominate them. My latest swordsman, Jibran, uses a claymore with no armor, simply because I wanted that challenge. I wanted to see if it could work, and it does. I don't even remember the last time he was hit by anything (other than spells and arrows), simply because he moves so well and I've learned the timing of the combat so well.
But that strategy requires being able to move in and out of combat range quickly and effectively. With the way Beth has gimped movement speed in Skyrim, I'm concerned that it's not going to be possible any more - that a two-handed weapon-user will no longer be able to be mobile enough to take advantage of the weapon's range and will instead be reduced to just standing there trading blows. In which case it's going to be limited to heavy armor users and the weapon is going to have to do considerably more damage. And the light and mobile two-handed weapon-user, which has turned out to be one of my favorite Oblivion builds, will be impossible to play.
