Dad is whatever race your character is. If your African American, hes African American. If your Asian, hes Asian.

Your mum and dad are what ever race you are, like the above post says if your black thier black, if your hispanic their hispanic.

It has been under debate whether Catherine's african-americaness is canon. That is because we do not really see her in-game and the James/Cath photo was cut content in FO3. However, it did appear in NV which I guess makes it canon.

There is a reason why during the opening sequence you don't see your father's face clearly until you chose your race.
