I agree with this. Plus, the western portion of the US has been patching itself together for the last 203 years, so it's natural that things are looking better as of 2281.
The Capital Wasteland, however, site on the Tidal Basin, which is very irradiated, so process patching things up are slow. Not to mention the hundreds of ruined buildings from Pre-War DC.
So, it wouldn't surprise me if the LW wasn't nice. (Plus, consider that he/she grew up in a vault where pretty much everyone treated him/her as an outsider, especially the Overseer and the Tunnel Snakes.)

Ok....nearly the entire world got nuked flat. The only survivors are some ghouls and those lucky enough to live in a cave for who knows how many years. And with constant power struggles, war, mutated creatures, and mostly lost technology, and no industralization or mechanization it's logical that ALL OF THAT not only sent humanity back to ZERO but would slow down humanity's progress quite a great deal.
What's the world's population right now? 6.5, almost 7 billion? Maybe the U.S. population is really like 2.5 million tops that survived, which would be less than when the frontier age was going on.
In a real life situation. If the entire world got nuked and there justs bands of survivors pocketed here and there, I wouldn't be surprised if major civilized progress wasn't accomplished for 500 years. It would be like the dark ages, but with no religion, just fire.
