4 gb RAM

Can I play on the highest settings?

Nah, depending on resolution you will probably play at low (maybe a touch of medium if you set the resolution to a lower one) The video card is really not meant for games, its more of a business class GPU.

I don't understand, what do you mean business class?
And is my GPU the only thing holding me back? Would my CPU and RAM run the game on the highest settings with a better GPU to back them up (Just an average one, nothing too expensive?)

The video card is meant to go in PCs for businesses. Your GPU is the only major bottleneck in your system. If its a desktop its possible to upgrade.....but...you would need to check your Power Supply brand and wattage.

I actually just upgraded to a new power supply. And also (Sadly) bought the new GPU.
My PSU is: 500 watts.

Effective with their GTX400s, you need a GTS or GTX to play games with, although the two year old GT 240 (with GDDR5 RAM) was just fine back then. The GT 220 and 230 were a borderline part, better than the typical very Low End business cards such as the Geforce 8400 GS, and the even worse Geforce 210s, but only able to play games by choosing the Low Setting and the Low Screen resolutions. These days, the GTS 450 is about where the better GT 240 was two years ago, and the GTX 550 is about where the GTS 250 was back then (upper half of Mainline / Medium).

4400 (or E4400 is be exact) is a model number.

That's a rebrand used by the same importers as those dealing with the Lian Li cases; some of them are decent (Lian Li cases are excellent, although many are seriously overpriced), but I think it will be a model by model thing depending on the actual sources, which will be difficult to determine, so it should be treated with caution.

I disagree. It was the GT 240 that filled the 8600 GT's spot. The one that a GT 220's performance most closely matched to was the 8500 GT / 9400 GT, and while that exceeded the minimum this game called for officially, the requirements were just crap. IMO, the GT 220 would not be able to offer consistently smooth animation with high settings at those resolutions, and should be adjusted similarly to the 8500 GT, mostly medium image quality with some high settings.

EDIT: I know Skyrim is coming out soon, but I played this game a ton on the xbox, but there are some awesome steam deals right now.

Also, systemrequirementslab says that I could run on the highest settings.
But, I'm not sure how accurate that is.
