I find it ever so slightly too slow, I'd like to match Oblivion's walking speed.

I've just downloaded a mod that increases the walking speed slightly, apparently the walk speed is simply a number and running is a multiplier of that number. I once used a program for oblivion to modify the weight value of an item in an esp. The problem is I can't remember the name of that program. If I used that program on the esp for this walk speed mod would I be able to change the walk value if I don't like the speed change?

Does anyone know the name of the program I'm talking about?
