S.P.E.C.I.A.L statistics

So I have the prima book/guide and in training it has all the Charts of your SPECIAL stats and it tells you what skills are associated with that special letter.

For example

Charisma- 1: barter 5+ speech 5+

So I put my charisma up because I wanted those to skills to be increased so I wouldn't have to waste skill points on them

But I didn't notice a difference. I pretty sure my speech and barter didn't go up when I raised my charisma.

So why does it say your barter and speech will increase each time you at a special point to a certain skill?

Is it affected but it just docent show up or what?

I hope you guys can understand what I'm trying to ask

Thanks

It should, though I would take anything a Prima guide says with a grain of salt.

http://fallout.wikia.com/wiki/Charisma will answer your question, just scroll down to NV. Basically, each point in CHR raises the related stats by 2. Hope this helps. :)

Adding one point into a special stat raises its related skills by +2 each.

Yes, Smokeyman is correct, each SPECIAL raised makes any releated skill rasied y +2 not 5. You probably noticed that tens not being raised, but not the ones being raised by 2.

Also I have the Prima guide, I love it. Too bad it's a bit out of date now with the DLC. Great guide when you don't want to go online to check something out.
