The briasts do make sense as they are not reptiles. Morrowind was the odd one out of the ES series.

Shame that Bethesda didn't... retcon the lore? Since, you know, Arena, Daggerfall, AND Oblivion all showed Argonians with briasts and human legs.

Looks like she's sneaking to me. But Bethesda did mention in the fan interview how the beast races were getting some unique animations, so it's possible.
