Is my Broken Steel working correctly?

In order to use Enclave Improvement Project and Enclave Commander I had to get Broken Steel. I bought it for 9.99 at Games for Windows Live and had a bit of trouble with the updatebr.inf file. After that mess was sorted out the GfWL downloader installed Broken Steel to some obscure folder. Angry at this I copied all the files to my Data folder, BOSSED, WryeFlashed, and rebuilt the bash. My save was right outside the Project Purity lab.

After inserting the FEV virus and activating Project Purity I was shocked to see the ending movie. A brief "Two Weeks Later" dissolved on screen and I felt better. Next, my player woke up next to an unconscious and naked Sarah Lyons and a pop up informed me that Broken Steel was activated. But I think something is wrong. Leaving the room, no one greeted me for an update on the events. In my quest tab I could see "Take it Back" is still active with a bullet telling me to activate Project Purity.

Very strange. So I walk to Project Purity and see a Rivet City trader conversing with a BoS, then see that someone inside is in charge of water distribution. Back inside the control room it is clear that the project is in effect, yet "Take it Back" is pointing to the console. 216 Enter, and nothing happens. And the doors to exit are locked like they would be the first time. For the love of naked Sarah Lyon's, what is going on?

It clearly didn't download everything. Redownload from GFWL. And you're sure you copied everything over?

No. I have absolutely no idea what to do with these files:

00090000070FB50A.LIC
broken-steel.png
content.cat
content.xbx

Those files where found in
C:\Documents and Settings\Nick\Local Settings\Application Data\Microsoft\XLive\DLC\425307d6\00000002\057e1a9f09170ffe1e6eb7546a7cc7a88f783a90

And the files to go in Data where found in
C:\Documents and Settings\Nick\Local Settings\Application Data\Microsoft\XLive\DLC\425307d6\00000002\057e1a9f09170ffe1e6eb7546a7cc7a88f783a90

You know, I didn't copy ContentFileInfo.txt to my Data folder because I assumed it was a readme.
It seems to be an override that points the bsa files, esm file, and bik files for Broken Steel. That must have been crucial!

Edit:
After copying over all the files Broken Steel seems to be working as it should. Elder Lyons is no longer AWOL. I saw him coming out of his room, after exchanging words with him I looked inside the bedroom and saw one of the unnamed scribes asleep in his bed.

I haven't played it for a long time, but I think that Enclave Improvement Project disables Broken Steel's quests as of latest version as you should be able to join the Enclave after waking up.

I'll see if this is still true.

That's not necessary, unless you want to satisfy curiousity about Enclave Improvement Project. I have a save just outside the control room. My plan is to play Broken Steel to its end to get my moneys worth and then return to that save to join the Enclave and get revenge on Star Paladin Cross for committing advltery with Dad.
