Devs, if i can make Max Charge ammo, why can't i make Hollow

I'm an electrician. I can probably overcharge stuff without it exploding in my face (probably!).
I have absolutely no idea how to cast a HP bullet correctly.

Hollow point ammo requires specialized equipment beyond what you'd have a reloading bench. You can't just melt down lead into the tip for a hollow point bullet. Maxed Charge ammo is simply an energy cell that has been overcharged beyond the factory recommendations. The real question i why can't you make 9mm P+ as its simply a 9mm round with extra powder inside.

But you can't roleplay a character who has access to the necessary equipment to create a hollow point.

whats the need for Hallow points when you have JSP(Jacketed Soft points) they cause much more carnage then Hallow points. Especially since most everyone in the Wasteland wears "soft Armor" JSP is in reality would be Devastating.. punch threw that first layer they mushroom in the Soft tissue, maybe punching through bone, fraction out and causing major Fragmentation in the soft tissue.

Maybe I don't have Handloader perk? And not all ammo types have uber handload variants. 5.56 has none at all.
