On a more intelligible note, I am extremely displeased. There were spells in Oblivion that you could recreate for a lower Magicka cost. And while that may simply due to laziness, lack of foresight, or just downright ineptitude, I enjoy having options. Also, there were many spells that were plainly unavailable to me, such as an utter weakness spell. I could never find a single spell that allowed me to inflict complete weakness upon my enemies, 100% fire, frost, shock, magicka weakness all in one spell. So I made it myself. It never cost much, as it was only for a second or two while on touch, as I always enchanted a counterpart blade that did every form of magical damage possible to be inflicted. And with those two tools at my disposal, I laid waste to many a foe. But now that option is unavailable to me unless Bethesda throws in, in essence, my particular spell, but that would be highly unlikely.
So I am highly disappointed that they left out spell-making. I hope their efforts for modding on consoles are fruitful, as I am sure one of the first mods would be the re-implementation of spell-making.
