Were the beast folks oppressed by the Empire?

I've read numerous times from fans of the Argonian and Khajiit races that the Empire opressed these races during Imperial rule.
Is that correct, or are they misinformed? If I recall correctly, there was some kind of dictatorship in Elsweyr before the Empire took control, and things got better after Tiber's conquest. I'm not that knowledgeable about Argonia's history, though.

So, when Tiber Septim conquered Elsweyr and Argonia, did the people of these provinces get it better or worse? Did they become opressed (or more opressed)?

PS. I've also seen someone state that he hated the Empire because they enslaved the beast folks, but I know I'm right when I say that's false, considering that the Empire frowns at slavery. The only time the Empire could've used beast slaves must have been at the time that they also used man and mer slaves.

As far as I know, they weren't any more oppressed more than any of the other provinces that were taken over. Around the time of TES IV, there had been some Legion military action in Black Marsh, but I suspect it was simply due to fighting unrest rather than any special oppression.

The Dunmer slave raids into Black Marsh were actually illegal by Imperial law, but apparently the Legion didn't have the means to stop them.

Tiber Septim only conquered Argonia in name, with Imperial presence only on the coastal cities as the depths of the swamps are deadly to anything not Argonian. Before Tiber, Elsweyr was run by a Confederation of states and cities, not a dictatorship really, though they were unified under the Mane as the head, but I wouldn't really call it a dictatorship as the Mane was mostly a religious figure like the Pope.

The Empire has brought more liberty and freedom, but then again theres still alot of old stigmata given much of the Empire is made up of client kingdoms and protectrates, rather than outright conquests. \

The Empire did not enlsave, slavery is illegal and looked down upon. Only in Morrowind is it tolerated because when Morrowind came into the Empire they were allowed to keep all their old customs. However, during the rise of Tiber Septim it wasn't unusual for those he defeated to be sold into slavery, but that was really pre-establishment of the Septim Dynasty.

That was during the Oblivion Crisis, given it took place all over Tamriel they really couldn't recall any legions to Cyrodiil because they had to protect Imperial assets elswhere as well. There have always been issues in Argonia, and the Empire could never really assert control over the swaps, only to pretend to.
