Charging Goblin Totem Staff

How do I charge Goblin Totem Staff? or You can't?

You either need to find filled soul gems, fill empty soul gems and then use them (using a soul trap spell and then killing the creature), or pay certain mages in each town to do it. Easiest option is finding filled gems. They are random loot in just about any dungeon.
