Hi!

According to the Fallout 3 wiki, it increases your luck by 1 point.

Note that (unless they've fixed it) the lucky 8 ball increases your base luck by 1. What this means is that your skills may be showing up in the level-up screen as one point higher than they actually are if your luck is boosted to an odd number, and if you take the Almost Perfect perk while carrying it (and your luck is < 9) then it will actually only boost your luck to 8.

So if I take the Perfect perk I should drop the 8 ball first?

The perk is called almost perfect you get 9 for all your Special things. So with the 8 ball you will have 10 luck.

I wish they had thought to implement the 8-Ball as an improved version of Sulik's asking the Grampy Bone.

They could also have something like an unlucky 8 ball similar to that dog in fallout 2. It could be a quest item and you have to find the right person to give it to, to get rid of it.

Ah...http://www.uesp.net/wiki/Oblivion:Staff_of_the_Everscamp in Obl. Only you had a bunch of Mole Rats follow you around. The Unlucky 8 Ball of the Rat Pack. Which would be fitting, as the Rat Pack were of Vegas around the 50's.

EDIT : I stand corrected, they were in the 60's.

You shake it and ask a question like " I'm I going to bag that cheerleader down the street"? Turn it over and read what's in the little window. " Not likely". Sound about right to you.

And until you do find that right person, junk keeps falling from the sky at random moments and hitting you in the head. Hold on that happening now. Well maybe not head part, but dame close.
