I have tried Alt+tabbing, tried multiple "fixes" posted online for my sound card including Creative's ALchemy application. I've tried mods that claim to fix it. I've tried pretty much everything that returns in a google search.
I have Fallout 3 GOTY Edition on Steam. Verifying file integrity does nothing, reinstalling does nothing, I currently have no mods installed.

2x EVGA GTX580's in SLI
WD Velociraptor 300gb 10,000rpm HDD
Windows 7 x64 Ultimate
Silverstone DA1000 1000w Modular PSU
Logitech G51 5.1 Surround Sound
Creative X-FI Titanium Fatality
Asus 27" 1080p LED 2ms

Anyone know anyway to fix this?
