OOO not showing up on Data Files : IV

I have just downloaded and unzipped OOO to my data folder in oblivion like every other mod. It is not showing up in Data Files. I located it fine in my data folder.

Step 1:
Downloaded the ooo1.3.exe
Step 2:
Double clicked the exe and extracted it to c/program files/steam/steamapps/common/oblivion/data (Have Oblivion on steam)
Step 3:
Opened Oblivion - nothing extra on my data files.

I have repeated step 2 and 3 multiple times. Any help?
