I don't know, I think for better defaults for the greater portion of Skyrim residents in case of troubles, and who knows, maybe better sway with the authorities if it comes down to it, Nord. Your relationships with Nords (likely a majority of the population) will start off better. All max stats are attainable by all races, to the beginning levels of them really don't account for too much.

Best thing for a thief to do is blend in.

Wouldnt it be any of them since they're (for the most part) removing racial differences besides the racial abilities like ancestor guardian and water breathing? but if i had to choose id go with a dunmer
