The rarity of an item is inversely proportional to the amount of time the art department spent making it. It looks like the stupid horn hat spent some time to make, so it's common.

There's nothing special about it. I think it's a steel helmet or something. You can see Todd loot it from a chest in the quakecon footage, that we all legally saw because we were there, right? RIGHT!?

edit: Yup. "Steel Plate Helmet".

actually he wears the iron helmet... the steel one has some type ornate horn thing swooshing off the top....http://media.gamebandits.com/images/2011/07/The-Elder-Scrolls-5-Skyrim2.jpg. know this because i remember a thread asking what that thing was and then in the QC footage he looted it... also he was already wearing the iron helm at the begining of the QC footage.
