How hard is it to pick the best mods, have a few people test/approve them, and release as free/cheap DLC?
If they do that maybe once a year, it would be awesome. And if one or two good mods conflict with another, they could patch the game/get permission to slightly change the mod.
Hell, smaller mods could probably be included with a title update.

I don't really see it happening, or if it does you aren't going to get complex mods. The consoles have way too few buttons (unless you have a keyboard, in which case just play your [censored] PC) for Hotkey Mods or things like LTD-Vampire Overhaul, in fact you're pretty much restricted to armour and weapon mods unless Beth were to add some new way of reorganizing load orders so you can add dungeons and player houses.

The Shivering Isles was a little more than an armor/weapon mod.
Same with Knights of the Nine.

Actually now that I think about it, not releasing something like the Unofficial Oblivion patch is cheating console users out of a working game.

What do you expect? This is BGSF, for every console gamer, theres like 10 PC gamers so obviously theres alot of support for PC elitists.

I see a few problems with this...

1. Anything released by Bethesda is typically lore-centric or canon. It's possible folks could become confused what's an official expansion and what's created by fans. Look at OOO for Oblivion...one of the most popular mods for Oblivion (at least when I was into modding) and yet it has nothing to do with the core game and actually alters the game quite a bit.
2. Who said Bethesda ever wanted to have to review each and ever mod out there? Sure there could be a voting system by the community to push the highest rated up and limit how much they have to do but it still requires extra man power that could be put towards official mods.
3. Legality gets a bit iffy here, Bethesda would have to have a clause saying everything you built can be used by them period. You might get your name on it but it's doubtful you would make any money or anything off it. Bethesda probably wouldn't charge for these either even though it was taking money (reviewers, etc) for them to put it out there.

I think the console makers are going to have to change policies on their systems to be more like PC before we'll ever see mods similar to the PC.

The biggest problem with xbox would be that if an Bethesda mod app were made they'd only allow Gold members to use it. That gold membership fee is such a major scam a lam a ding dong.
