Smithing skill to balance high level weapons

Hey everyone.

Hope this hasn't really been discussed before but I was thinking about Smithing being used as a means to help balance players from wielding overly powerful gear early on by restricting our ability to repair/craft weapons/armour on our own early on... Not that I exactly want limits lol but hey, it gives ya something to work for. So an example might be that I find a sweet glass blade early on but have to pick and choose when I have to use it knowing that I can't repair it on my own until I get my smithing to level x and don't want to use or cannot afford to fix it up.

Do you think there will be "ore" related restrictions to your smithing skill as you level up. Like Iron, Leather only at first then more later on as levels are gained?

Your thoughts?

i really hope is that's the case i can just pay Smithy Yawni to fix up my tarnished glass i earned/got lucky with at a low level. Course my 1st character's gonna be all bout the brains with alchemy and whatnot so i'll be paying for repairs til level 43
