It's a pre-release version of the Shabby Gambler suit, the best way to get a copy is to go to the Wrangler and reverse pick pocket it.

I think you can win one in the atomic wrangler by going up to the gambling limit. The third thing the pit boss gives you before they boot you out.

That's the Dapper Gambler Outfit. the Shabby Gambler suit is just a bolo tie without the vest.
