lol but seriously i think todd said in an interview that not all dragons will attack you and you can interact with some..and im sure that some if not all of these

speculation, as most of these threads are.

@Maxx0021- read title "other than Alduin."

I remember they mentioned that some dragons can also speak the 'common tongue,' So it's assumed that not all dragons will be out to kill you [and i'm not talking about the one you'll be able to summon] but probably will be a part of the MQ.
