Just picked up playing Oblivion again after years and I have the GOTY. I have a paper that gives me deed to Frostcrag Spire, the thing is, I can't figure out where to turn it in? It says to take it to the imperial archive but I've searched the city high and low and can't find such a place. Searching the forum gives me several mentions of the name of the place, but not how to complete this quest. Any assistance would be greatly appreciated

Just go to the spire! Thats the deed that gives you the place. Just fast travel there.

i dont know about that, i dont think i actually read any of those. but on your map there is a landmark, pre-explored i believe, that is frostcrag. its east of bruma. and for future things you cant find, a simple search of the http://www.uesp.net/wiki/Main_Page will generally find you an answer. if not there's always google.

Yes, although the deeds to all the houses including Frostcrag Spire imply you can sell, transfer or rename the property and there is an office in The Imperial City that handles it, all that is just eyewash and none of it can be done. Heh, first time I bought a house I read the deed and set off to have the place renamed - no such luck.
