[REQ] Better npc models

Quick question, would it be possible to make the character models of oblivion look similar to skyrims npcs? If so how would you go about doing that?

Which aspect of the character models? Oblivion has seen countless body/armor/hair/face tweaks, overhauls and new content.

Headwise When you compare the heads in oblivion to the heads in skyrims screenshots, it looks like there heads are balloons...

That is true, but there are limitations:
TES IV Oblivion: 2006 engine..
Skyrim: 2010 engine...
4 years is like an age, in PC world.....

That's irrelevant. With modding, anything is possible - in fact, to do this you'd probably just need to remodel the face mesh and redo the NPC faces - both of which have already been done.

Or before making everything in Oblivion like it is in Skyrim, wait till Skyrim comes out and there you have great face models. And I'm sure it will take some time to make new face models for Oblivion which are like Skyrim's ones. Maybe more time than waiting for Skyrim...

A player doesn't need to know how to create 3d models in order to improve the look of their NPC's. There are a plethora of replacement head meshes, textures, and "beautification" mods out there, just search around. You don't have to become proficient with NifSkope or anything like that, just learn how to effectively mod your game.
