I have about 41 Rat Meat in my Inventory and its taking up alot of inventory space. Is Rat meat a useful ingredient? Or should I just sell it .

Useful for making an effective poison against mage NPCs. Mixed with bergamot seeds it damages magicka and it silence them IIRC.

Any open-topped sack of grain should be non-respawning. You can find tons in the Market District of the IC. Or use clamshell. Those do not respawn either.

I just drop stuff on the ground if I'm over encumbered. I haven't had anything dissapear on me yet in the game, so I'm fairly sure that's okay.

There are some safe containers in the game you can store your stuff in.

There's one particular hiding-place in the imperial city that's very useful.... hmmmm possible spoiler, it appears in one of the faction quests:

Spoiler

A hollowed out tree stump in the Imperial City Market District. It's behind Stonewall Sheilds, in a little garden area. It is featured in the Dark Brotherhood questline, and I don't know if it stays safe during that particular quest, but if you don't intend to do the dark brotherhood you should be fine.

One of my former characters, Luci Pheria, was in the habit of EATING rat's meat. :yuck: This shocked the hell out of me when she was first going thru the Tutorial. She killed a rat, and couldn't wait to cook it up and eat it. :yuck: She spent like 3 game days in the Tutorial, doing nothing but eating rat's meat and wisp stalks! :nope:

I don't use alchemy much myself, at least on most characters. So I usually don't bother with rat meat. It's heavy and it isn't worth very much. I guess... sell it?
