No, but i always steal a Fine Steel Bow from the IC guards with the help of the Chameleon scroll you find in the tutorial dungeon. It has enough power and health to keep it usable until you find an Elven or Dwemer Bow, or Hatred's Soul. With Silver Arrows it hurts incorporeal beings just as well as a Silver Bow.

I didn't really think of stealing the bow.
I might do at a later point for fun, but I did like sneaking into the guard barracks and stripping them of their armor when they were sleeping. Naked guards-.. Oh the humiliation!

There's a fine steel bow just lying around at one of the old forts near the IC. It's out in the open, and only requires a bit of acrobatics to get to.

I found the easiest way to get a silver bow is to go to outside bruma near applewatch, 2 legion foresters always messing around there so you technically don't have to steal it if you watch them long enough.
