OOO and Marksman Fatigue Not Working?

Hey all,

I'm playing Oblivion again and using OOO as my main mod (along with the unofficial patches, Darn UI, and Fast Exit 2). I wanted a simple mod experience that fixes the bugs and gives me an overhaul.

Anyway, I notice in OOO documentation, Marksman was made so it was a lot stronger, but drains more fatigue instead so you can't kite enemies. However, my new level 1 Assassin with 40 in Marksman can shoot arrows all day and never draing fatigue. I believe this is due to having Apprentice skill in Marksman (where in vanilla doesn't drain fatigue). Was this intentional for OOO as well or an oversight? Why change the fatigue costs if it only affects Novice skilled marksmen? I mean it would be great not to lose fatigue for using my bow, but I just don't want it to be a cheat all the way through my playthrough if it's bugged somehow. I removed all patch/UI mods and just have OOO activated, and still the same thing.
