The Enclave Essays

For the greatest of time now, many fallacies about my favourite faction have become the predominant belief despite the fact that evidence to the contrary is in plain sight. In this weekly series I will continue to dispel whatever gripe I have about something I consider incorrect or just something which I believe should be known. Questions regarding the Enclave will be answered should anybody wish to inquire and there may even be discussions between the resident Enclave boffins. This thread is about educating you about the truth of the Enclave which often get’s immediately overlooked or ignored. Without much further ado I shall start this thread with my prepared essay and argument on the Enclave, not as some secretive New World Order society, but rather on the Enclave as the United States Government which I believe it in disputably to be. Not a ‘continuation’ or a ‘remnant’ but just the American Government.

The Enclave as Continuity of Government

"We were winning, too. And then those damn Reds launched everything they had. We barely got our birds up. But at least it knocked the damn Red menace back into the Stone Age.” – President dike Richardson, 2242

Canonically the origins of the Enclave remain unknown, despite this however the prevalent and predominant opinion is that the Enclave is the remains an Illuminati-style conspiracy that sought to or actually did control the pre-war United States in a complicated power-play of mega corporations and agents within the federal government in order to promote their own agenda. This opinion is not supported or even-hinted too in any of the Enclave’s appearances or any of their source material, in-fact all in-game sources seem to confirm that the Enclave is rather the remains of the pre-war Government who were evacuated to the Poseidon Energy Oil Rig, officially designated Control Station: ENCLAVE[1][2], and other Continuity of Government facilities throughout the United States before converging at Control Station: ENCLAVE[3].

During the March of 2077, Chris Avellone wrote that the following occured:

"Prepared for a nuclear or biological attack from China, the President and the Enclave retreats to remote sections around the globe and make contingency plans for continuing the war."

Notice what he has written, “make contingency plans for continuing the war”, a far cry from the supposed “wait and take over America” or “hide whilst the legitimate government fails before assuming power” which many seem to be under the impression is the truth.

President Eden too states that those aboard Control Station: ENCLAVE are the remains of the pre-war Government when he states the following:

“A great many years ago, the remnants of the government had a similar idea.”[5]

Now to any who would say, “Well Eden would believe that those aboard Control Station: ENCLAVE are the government, doesn’t mean that it’s true”, ponder on this. Why would he be of that opinion? Because Control Station: ENCLAVE was the main facility of Continuity of Government operation? Or perhaps because he observed government officials relocate there during the decades following the war?

In addition to the former, Control Station: ENCLAVE is clearly designed with Continuity of Government – of the highest order – with a Presidential Office, Cabinet Meeting Room and a War Room. Smaller details to note are the Presidential Seals on the large bulkhead doors that connect to his office – Fallout 2 players may remember their long opening animation – and desk, a podium with Camera equipment from where the President can address the nation and the two large situation maps which have marked the locations of various capital and important cities across the world such as Beijing and Paris[6]. Corroborated by the Fallout Bible and President Eden it is clear that this location was designed for the continuation of the American Government in the event of nuclear war. It, being the ultimate source of all of the Enclave we have thus seen, therefore confirms that the Enclave is the continuation of the proper United States Government.

Even Raven Rock and President Eden himself are connected to the “Enclave as Continuity of Government” proposal when he himself states that:

“This facility was designed for Continuity of Government, in the event that a catastrophe occurred. My terminal was installed to oversee the basic functions of the facility, and to act as a relay between other installations around the country.”

All of the evidence clearly corroborates the fact that the Enclave we see in-game are the pre-war government whom found themselves aboard Control Station: ENCLAVE and not the remains of a New World Order society. The term ‘Enclave’ is used mostly interchangeably with that of the US Government and isn’t used once by President Richardson to refer to the organisation itself, more than likely it is a derivate of the Oil Rigs correct designation which has became a colloquialism for the organisation itself and perhaps – by Fallout 3 – as an even greater form of identity.

I like the Enclave, although I do not support the actions or ideals that caused them to make enemies who caused their downfall.

I have a few questions.
I was under the impression that the Enclave thought up and made vertibirds aboard the Oil Rig but their is a model of a prototype vertibird in the Museum of Technology in F3, is this an inconsistancy or did they just perfect the prototype?
And what else did they make and perfect over the decades they were aboard the Oil Rig besides power armor and vertibirds?

Well it was never stated in Fallout 2 what the Vertibird was, it was just there really. Fallout 3 just gave some background infomation that it was a prototype airfect still awaiting major deployment. I can't imagine why they chose that explaination, it doesn't cause any problems but it wasn't necessary either :shrug:.

Perhaps to add to the Enclave's mystique, that they have widespread access to these advanced and cutting edge military tech.

But that wasn't until the events of F2 though, what were they doing for all of those years?


Well all we know about the Enclave from these years is thus:

* CoG protocols effected on the evening of the 22nd or 23rd of October, National Guard and other staff for local recovery efforts were mobilised but not fully briefed. Germantown logs describe that many civilian staff deserted with supplies - already scarce - looting was rampant and the National Guard and survivors began to die off from radiation poisoning. Given that this was a small town and things were bad. I'd put the mainland recovery effort to have lasted maybe a few months tops with things only getting steadily worse.

* If we take Eden's words at their most liberal then it could have been up to 30 years before all of the Government were reunited on the Oil Rig.

* Then there is nothing until 2170 when Richardson says that they discovered an old military base - Mariposa - by this point there is nobody from before the war left on the Oil Rig. During the interlueding periods I would say that the Enclave's paranoia and isolationism really took hold as they eventually lost contact with the mainland. When the Enclave landed on the mainland they saw a lot of the remnants of the Master in Fallout 1 it validated their forefathers fears.

* Then we know that the Enclave developed APA in 2192.

* We know that in 2236 the Enclave captured people from Redding to use as slave labour in the excavation of FEV from Mariposa and created the 2nd Generation Super Mutants.

It just seemed odd that some of the greatest politicians and scientists Pre-War did nothing for almost one hundred years.

Perhaps they made discoveries not seen in game like a super Rad-X/Radaway like what Autumn used.

I'm sorry to hear that. It's not the first time my style of writing has been called dry, I have the tendency to appear as formal as possible or as informal as possible with seemingly little middle ground.

I'm pretty sure they'd make multiple discoveries like that.

Want plan? I was just saying its a good way to info out and I enjoyed reading this. Don't get me wrong I don't give a good [censored] about the Enclave... Yet. (Still waiting for a new Computer and Fallout 1,2 and Tactics.)

I wouldn't say they did nothing. They developed APA for one, and apparently perfected the vertibird from its prototype stages. They were working on building up their strength and waiting for the mainland to clear.

Yeah but Advanced Rad-X, Advanced Power Armor, and Vertibirds couldn't have taken about seventy years to make.
